However, compared with the lively construction scene in Qinghai, the western brother province, the development of photovoltaics here seems to be deserted.
According to informed sources, on the one hand, the old problems of Internet access and consumption are constrained. On the other hand, the negative factors brought about by the rapid development of Jiuquan Wind Power Base have made the relevant departments of Gansu Province cautious about the overall development of new energy including PV. .

On May 24 this year, Huadian Group's new energy company Jiayuguan Solar 10MW Photovoltaic Power Generation Project was successfully connected to the grid. This is the first project of Huadian Group in the field of solar photovoltaic power generation in Gansu, and the first photovoltaic project in Jiayuguan City. The project investment scale reached 240 million yuan, of which Huadian New Energy accounted for 80% and Aerospace Electromechanical accounted for 20%. Huadian's 10MW photovoltaic power station project is located in the north bank of the Shulai River in the West Gobi Desert, Jiayuguan City. In the Gobi area with a radius of several tens of square kilometers, only Huadian is currently a project. The entire power station consists of 35,840 polycrystalline silicon solar modules, which are maintained by only six people on a daily basis, with only four people per day.
The project was officially approved by the Gansu Provincial Development and Reform Commission in September 2010. However, at that time, the price of PV modules was very high, and the supply of components was tight. The products have not been in place until the first two months of this year.
According to the newly introduced photovoltaic grid tariff policy of the National Development and Reform Commission, the on-grid tariff of Huadian 10MW project is 1.15 yuan. Is this project making money at this level of feed-in tariff? In the face of the China Securities Journal reporter's question, as the project shareholder and the project construction party's aerospace electromechanical related person in charge, the project is profitable. Based on the current electricity price of 1.15 yuan, the total construction cost of the project is controlled within 16 yuan / watt, which basically reaches an internal rate of return of 8%. Based on the benchmark price of 1 yuan / kWh starting next year, if the cost is controlled, the internal rate of return is around 7.5%.
However, a person who did not want to be named said that the electricity price at that time was based on the feasibility study of the Dunhuang project at 1.09 yuan / kWh. Planning 5GW approval cautious
Judging from the huge layout of Huadian Group in Gansu, the 10MW project is only the beginning. Wang Zili said that this month, Huadian's two 9MW projects will start construction next to the current 10MW project and are planned to be completed during the year.
According to the data of major PV industry planning in various cities in Gansu, during the “Twelfth Five-Year Plan†period, the total photovoltaic planning of Gansu Province was nearly 5GW, among which the planning is larger: 1.5GW in Jiayuguan City, 1GW in Dunhuang City and Wuwei City, and 500MW in Zhangye City. . However, this is just the plan of each place.
In addition, Jiayuguan City will focus on the development of solar energy in the field of new energy. The current clear agreement is to plan to invest more than 30 billion yuan and build a 1.5GW photovoltaic power plant project in the next five years.

Jiayuguan City Government signed a strategic cooperation agreement with Huadian New Energy Company in January 2010. Huadian New Energy Company will invest RMB 26 billion in Jiayuguan City to build 1GW photovoltaic power station, 200MW CSP and related distributed energy projects. On July 12 this year, the Jiayuguan Municipal Government signed a cooperation agreement with Aerospace Electromechanical. During the 12th Five-Year Plan period, Aerospace Electromechanical will invest 7 billion yuan to build a 500MW photovoltaic power station.
However, the negative factors arising from the rapid development of the wind power industry in Gansu in the past few years have made the Gansu Provincial Development and Reform Commission cautious about the actual attitude towards new energy development including photovoltaics.
Regardless of whether or not the benchmark price is introduced, the NDRC at the provincial level still has a firm control over the speed of PV development. After the catastrophic accident of Jiuquan Wind Power this year, the National Development and Reform Commission and relevant ministries and commissions criticized Gansu Province. Based on the balance considerations, the province’s approval of photovoltaics is actually slower.
Wang Zili also added that projects above 10MW require the approval of the National Development and Reform Commission. The projects within 10MW are approved by the province. The approval of Huadian's two 9MW projects is directly approved by the province and has been laid on June 15. However, as far as the actual advancement is concerned, the speed is not fast.
Aerospace Electromechanical Co., Ltd. in Jiayuguan City's total investment plan of 500MW, this year's goal is to achieve 30MW power plant project, but has not yet obtained the relevant approval of Gansu Provincial Development and Reform Commission. Compared with the relative caution of relevant departments in Gansu Province on photovoltaics, the photovoltaic industry in its sister province Qinghai Province is in full swing. When the National Development and Reform Commission did not issue benchmark electricity prices, the Qinghai Provincial Development and Reform Commission has announced that it will set a feed-in tariff of 1.15 yuan/kWh for PV power plants built before September 30 this year, and the total amount is not limited. The planned target is 800 MW. Among them, as the leading city of Qinghai Province, Golmud City will build at least 300 megawatts of photovoltaic power plants.
Supporting planning when synchronizing
Although Jiuquan City has already launched 750KV high-voltage transmission lines last year, it still can only maintain 40% of the demand for wind and photovoltaic power. With the local government vigorously developing new energy sources including wind power and photovoltaics, the problem of access to the Internet has always been a problem that has caused all kinds of headaches.
At present, the most rapid development of photovoltaics in Qinghai Province, there are already hidden concerns about photovoltaic Internet access. According to the report on the acceptance of photovoltaic power generation in Qinghai Power Grid, Qinghai Power Grid can accept 200 MW of photovoltaic power generation in 2010. However, in the face of the 800 MW installation target during the 12th Five-Year Plan period, the test of the local grid's ability to accept can be imagined.
The issue of grid access is already a top priority for almost all new energy projects. It is understood that Huadian has simultaneously built a 14-kilometre and 35-kilometre 35-kilometre line and the corresponding secondary equipment at the same time as the construction of the Jiayuguan 10MW project.
At present, the capacity of the booster station can achieve 100MW, which lays the foundation for the construction of the subsequent power station project. However, if it exceeds 100 MW, the entire boost and delivery lines will be upgraded.
