Xu Shaoshi first congratulated the trainees who had just completed the tenth training session of the Director of the Ministry of Land and Resources and thanked the participants who participated in the mobilization meeting. He pointed out that in the current situation of great economic downturn, it is necessary to focus on three things:

First, we must establish a new pattern of land and resources management with the “leadership of the party committee, the government’s responsibility, departmental coordination, up and down linkage, and public participation”. This pattern is not only related to the management and use of land in accordance with laws and regulations, but also involves the management and use of minerals in accordance with laws and regulations, and in particular, strategic breakthroughs in ore prospecting. Second, we must deepen reforms and innovations to speed up institutional supply. At present, the marginal benefits of the land and demographic dividends have begun to decline, and the institutional dividend will be the main means of promoting the sound and rapid economic and social development in the future.

Therefore, we must work harder on institutional innovation. In terms of land and resources management, on the one hand, we need to do a good job of “1+6” for land management; 1) make good use of land increments; 6) link rural land remediation, increase and decrease of urban and rural construction land, development of low hilly slopes, and industrial and mining waste There are six systems for reclamation of land, secondary development of urban inefficient land, and disposal of idle land. At the same time, we must also speed up the provision of systems for the exploitation of unused land in the west. On the other hand, accelerating the institutional supply of mineral resources management is mainly to push forward prospecting and breakthrough strategic actions. The core is to uphold and improve the new mechanism of geological prospecting, and build an institutional platform based on the market system. At present, the positive role of the new geological prospecting mechanism and the potential for sustainable development have already emerged. Third, we must promote the intensive use of land and resources. Judging from the country’s national conditions of resources, the stage of development, and the prospect of sustainable development, saving and intensive is an eternal theme. It has actively promoted this work by exploring the creation of intensive and model counties (cities) and creating intensive systems.

The tenth training course for the director of the Ministry of Land and Resources was closed on the morning of September 25.
